Scott Blewitt-Recreation
•Motion to transfer $33,702.62 from special rec revolving fund to the general fund by Selectman Smith, seconded by Selectman Hastings. All in Favor.
•Motion to authorize the two (2) donations totaling $1,000 to be moved to the general fund used for the skate park by Selectman Smith, seconded by Selectman Trow. All in Favor.

•Motion to accept the donation of $3,200 and earmark it for this year’s Christmas in the Harbor by Chairman Gallup, seconded by Selectman Hastings. All in Favor.

Tony Bergeron-Burkehaven Hill Road
Donna Nashawaty received a petition from some people who live on Burkehaven Hill who asked about repaving Burkehaven Hill. The section they requested was the 800 feet on the hill. There were forty-three (43) names on the petition, of which sixteen (16) were registered voters.
Tony Bergeron updated the Board on the current road maintenance plan. The plan started in 1998 as a ten (10) year plan, which is funded with $100,000 per year, because of economics turned into a sixteen (16) year plan. The plan when enacted, was built to address the roads for all the residents fairly, both in proximity in town and in condition.      If it had truly been a ten (10) year plan and Burkehaven Hill was done in 2003, it would have been on the schedule for 2013. Tony Bergeron would like some direction from the Board on how to maintain the town’s road surfaces. Some of Tony Bergeron’s suggestions; increase the annual road maintenance amount, which can be done two (2) ways, add more money to the operating budget or with a special article with money to accelerate the program. The special article would have direct citizen input and also any money left over would be applied to the following year. Tony Bergeron looked at Burkehaven Hill and there are some rocks protruding though that should be removed prior to repaving it and just to do that hill would be between $15,000 and $17,000. After much discussion, the Board directed Donna Nashawaty to write a letter explaining there was no money in budget this year, but the Board is trying to figure out the best way to add more funding to the road maintenance program.

Chief David Cahill
Chief Cahill reviewed the updated Police Sergeant Position job description with the Board. Motion to adopt the Police Sergeant position as presented, with two (2) Sergeants will be on the organization chart, with different responsibilities by Selectman Smith, seconded by Selectman Trow. All in Favor.

Public Comments
John Augustine stated that at Summer Town meeting Chief Cahill talked about the drug problem and crime spree that have been occurring in Sunapee and would like to see it on the next agenda. Also at the Summer Town meeting it was announced for the first time in history the tax rate for the county exceeded the town tax rate. John Augustine has not heard it discussed in the last few months he has attended the meetings. Donna Nashawaty stated it was discussed last fall. Chairman Gallup stated that the Board has had some lengthy and passionate discussion about the County in the past years. Chairman Gallup went on to say that Mr. Roach, may he rest in peace, was very active holding the County’s “feet to the fire”. There were a couple of different bills introduced in the Legislature to attempt to revamp the method that’s used to determine what the different towns in any one county paid.

It’s a big frustration to see the Town paying to the County as much or more as what it takes to operate our own town. John Augustine asked what about the drug problem and crime spree? Chairman Gallup said the Board could ask Chief Cahill to come in and give the Board an update.

Selectmen Action
•Motion to authorize Chairman Gallup to sign the Wastewater Treatment Project manifest from July by Selectman Gottling, seconded by Selectman Trow. All in Favor.  
•Motion to authorize the Water & Sewer Commission to sign future Wastewater Treatment Project manifests by Selectman Trow, seconded by Selectman Smith. All in Favor.
•Motion to approve as the agent to expend from the Tax Map Capital Reserve Fund $3,600 to pay Cartographic Associates for tax maps by Selectman Gottling, seconded by Selectman Hastings. All in Favor.
•Motion to approve Chairman Gallup to sign the PSNH petition and pole license on Garnet Street by Selectman Smith, seconded by Selectman Hastings. All in Favor.

Town Manager
Donna Nashawaty went over the New Hampshire Municipal Association legislative policy process, which are policy recommendations made up by three (3) subcommittees of the Committee on Government Affairs. Donna Nashawaty would like the Board to look over the recommendations. At the August 27th meeting, the Board will vote on the recommendations, providing direction on how the Board would like Donna Nashawaty the voting delegate, to vote at the policy conference on September 21st.   

8:30PM A motion was made by Selectman Trow to go into a non-public session under RSA 91-A: 3 (e) (Pending Litigation). The motion was seconded by Selectman Gottling. Roll call vote approved unanimous.

9:19PM A motion was made to return from non-public session by Selectman Trow. The motion was seconded by Selectman Hastings. Roll call vote approved unanimous.

A motion was made to seal the minutes by Selectman Gottling. The motion was seconded by Selectman Trow. Roll call vote approved unanimous.
